Windham, Pelham, Hudson and Litchfield Home Loans: Border Town Taxes and Commuter DTI — Lilac Saltbox
Updated October 2026
Windham, Pelham, Hudson, and Litchfield can appear on the same commuter's shortlist, but they do not all share the same mortgage limit. Windham is in Rockingham County; Pelham, Hudson, and Litchfield are in Hillsborough. That county boundary can change the financing available for an otherwise similar purchase, making location part of the loan strategy rather than just the commute.
Compare the county before the interest rate
For 2026, the one-unit baseline conforming limit is $832,750 across eight New Hampshire counties, including Hillsborough. Rockingham and Strafford fall within the high-cost framework associated with the Boston-Cambridge-Newton MSA, with a conforming ceiling up to $920,000.
A $900,000 mortgage therefore deserves a different conforming-limit review in Windham than in Pelham. High-balance conforming loans can have different pricing and eligibility requirements from baseline conforming loans. Verify the property county and unit count through FHFA Loan Limits before comparing offers.
FHA follows its own schedule: the 2026 floor is $541,287, with higher limits in Rockingham and Strafford. The conventional ceiling is not the FHA ceiling.
Separate lender DTI from commuter affordability
Debt-to-income ratio compares qualifying monthly debt obligations with qualifying gross income. The proposed housing payment generally includes principal, interest, property taxes, insurance, and applicable association dues or mortgage insurance.
Fuel, tolls, parking, and childcare may not appear in that ratio as loan payments, yet they still reduce spending capacity. Massachusetts employment can also carry Massachusetts tax obligations despite New Hampshire having no wage income tax.
Build two worksheets:
- Approval budget: documented income, recurring debts, and the proposed housing obligation.
- Household budget: take-home pay, commuting, childcare, utilities, and savings.
Use the monthly payment calculator for the housing side and the Nashua commuter guide when expanding the search westward.
Check assistance and the property's tax history
New Hampshire Housing offers Home Flex Plus, Home Preferred, and 1stGenHomeNH's $10,000 assistance, subject to program eligibility. Ask separately about the NHHFA first-time buyer exemption from the ordinary 0.75% buyer transfer tax.
For escrows, use the actual assessment and tax bill rather than a townwide average. Municipal and SWEPT mill rates help determine annual taxes, with April 1 assessment dates and generally July and December installments. New Hampshire's lack of a general sales tax does not make these property obligations small. Lilac Saltbox's approach is to compare complete payments at the same down payment and loan term.

Editorial Methodology & Primary Sources

Rate comparisons use participating lender feeds, not a whole-market survey or guaranteed offers. Freddie Mac PMMS is a market benchmark, not a personalized quote. Calculator models rely on published regulatory formulas and disclosed assumptions rather than fabricated first-person loan testing.
Monthly principal and interest use the amortization formula P × r / (1 − (1 + r)−n), where r is the monthly note rate and n is the number of payments; at zero interest use P / n. PITI adds monthly property taxes and homeowners insurance; PMI is separate. APR includes applicable finance charges under Regulation Z and is not the note rate used for payments. Compare lender Loan Estimates for actual APR and fees.
- Consumer Financial Protection Bureau (CFPB) — Loan Estimates, APR and borrower disclosures; Regulation Z.
- U.S. Department of Housing and Urban Development (HUD / FHA) — FHA program guidance.
- U.S. Department of Veterans Affairs (VA) — VA loan eligibility and benefits.
- Freddie Mac Primary Mortgage Market Survey (PMMS) — published rate benchmarks.
- U.S. Census state tax collections — state property tax benchmarks; confirm parcel-specific assessments and exemptions with the state revenue department and local assessor.

The payment snapshot uses illustrative annual taxes of 1% of home price, $1,200 insurance and 0.5% PMI below 20% down, not verified local quotes. Other calculators disclose their inputs and assumptions. Published guidance and lender feeds may change independently; confirm current program rules, taxes and offers before a decision.
